AG Spotlight: New Attorneys General

Puerto Rico

The Puerto Rico governor appointed Cesar R. Miranda Rodriguez as secretary of justice (commonly known as the Puerto Rico attorney general) on Jan. 12. He took office immediately because it was a recess appointment. Miranda Rodriguez takes over from Luis Sanchez Betances who resigned in December after serving about one year.

Miranda Rodriguez has extensive experience as an academic, jurist, lawyer, businessman and public servant. He has a BA in Business Administration with a concentration in Management and Accounting from the University of Puerto Rico, Río Piedras, and a JD from Rutgers University in New Jersey. He was also professor and director of the School of Legal Assistance and associate dean of the School of Law of the University of Puerto Rico.


Republican Sean Reyes was appointed Utah attorney general by the governor in December and will serve through 2014. He is replacing John Swallow, who resigned after 11 months in office.

After 14 years with Parsons Behle & Latimer as an attorney and litigation partner, Reyes stepped away to begin a new chapter. He started Reyes Legal Management and became a partner in Accelerate Ventures, overseeing legal strategy and execution for venture funds. Reyes was an attorney general candidate in 2012.

He received his law degree, with honors, from the University of California Boalt Hall School of Law. He graduated from Brigham Young University summa cum laude with a bachelor’s degree in English.

A special election will be held in Nov. 2014 to select the attorney general who will serve the remaining two years of former Attorney General Swallow’s four-year term.


Democrat Mark Herring was sworn into office Jan. 11 as Virginia attorney general. He won a four-year term in the Nov. 2013 elections. He has been a Virginia state senator since 2006. In 1999, Herring was elected to the Loudoun County Board of Supervisors, representing the Leesburg District. He was the principal of the law firm Herring & Turner, P.C., working in the areas of business and corporate matters, land use and zoning, civil litigation, and municipal law.

Herring received his law degree with honors from the University of Richmond School of Law. He also holds bachelor's and master's degrees from the University of Virginia in economics and foreign affairs.
