Jeanette Manning
Program Counsel

Jeanette Manning is NAGTRI program counsel. In that capacity, she is responsible for initiating, coordinating, and conducting NAGTRI trainings on an array of topics, developing relationships with key stakeholders to achieve the objectives of NAGTRI and attorneys general offices, conducting research, and writing and editing various publications. Additionally, Jeanette currently serves as the NAGTRI liaison to the Energy and the Environment Project and Committee and the NAAG Midwest Region.

Prior to joining NAAG, Jeanette served in the Office of the Attorney General for the District of Columbia for eight years, both as an assistant attorney general in the Family and Public Safety Divisions. For over the last five years, she served as chief of the Neighborhood and Victim Services Section, where she supervised attorneys, paralegals, and victim witness specialists, surrounding an array of issues involving urban blight and decay to include nuisance abatement, brothel closures, and drug and firearm nuisances. As chief, she received the Peter J. Nickles Hammer and the Metropolitan Police Departmentís Chief of Police Medal of Merit awards for her efforts to address challenging public safety issues in the District of Columbia. Jeanette also served as a member and the co-chair of the Training Committee with the District of Columbia Human Trafficking Task Force and has conducted human trafficking trainings to the public and law enforcement officials. During her tenure at the Office of the Attorney General Jeanette also prosecuted abuse and neglect cases in the Child Protection Section. Previously, Jeanette worked as an associate with Cozen OíConnor, where she worked on corporate insurance matters, and she clerked for the Honorable Judith E. Retchin in the Superior Court for the District of Columbia. Jeanette also worked as a probation officer prior to enrolling in law school.

Jeanette was born and raised in Connecticut and graduated from Western Connecticut State University with a degree in Justice and Law Administration. She obtained her Juris Doctor degree from the American University, Washington College of Law. She is a member of the Pennsylvania and District of Columbia bars. In her spare time, Jeanette enjoys traveling, reading, mentoring and high school students to prepare for college and improve their public speaking skills in moot court competitions, and visiting museums.
