Case Description
The State of Wisconsin alleged that WCA and Leonard orchestrated a conspiracy among WCA members to increase prices for chiropractic services and to boycott third-party payers to obtain higher reimbursement rates. The result was higher prices for consumers of chiropractic services. The settlement prohibited the WCA and Leonard from fixing prices for any chiropractic goods or services, or the terms of third-party payer contracts, and prohibits WCA from preventing others from competing in offering professional seminars to chiropractors. The settlement also required the payment of $62,500 in civil forfeitures to the state. (In March 2000, the FTC had settled similar charges with an agreement to cease and desist).
