Case Description
State alleged that several companies submitted bids for a complicated utility construction project for Central Maine Power The utility announced that the job would be awarded jointly to the two lo bidders. Prior to submitting their respective bids, the presidents of Coutts Bros and another company shared with each other the prices they intended to bid for the job, resulting in a rasing of some prices. The bids submitted by the companies were identical across 27 price categories. After trial, the companies were enjoined from future violations and paid $30,000 in civil penalities, as well as costs.
