Defendant broke down projects so that they were valued at under $10,000 each to avoid the competitive sealed bid requirements of state procurement law. He then accepted forged complementary bids and awarded 11 contracts to C&C Development, Inc. Defendant received a kickback from the proceeds of their contract.
