Case Description
Beginning some time prior to the mid-1980’s and continuing until at least 1992, Niagra Milk Cooperative participated in a bid-rigging conspiracy. The agreement provided for allocating government and private contracts among the members, bid-rigging and refraining from bidding competitively against one another. The agreement deprived the state of its right to receive competitive bids on contracts and resulted in a noncompetitive pricing scheme. By consent decree and final judgement Niagra Milk Cooperative paid the state $50,000 in damages, ceased their anti-competitive conduct, and developed a compliance program.
