State alleged that defendants participated in a bid-rigging conspiracy designed to allocate bids for advertising on Internet search-engine Yahoo. State sought injunctive relief and penalties in the amount of $2500 per viiolation, which would result in peanlties of approximately $7.2 million per defendant.
